- Pragmatic sanction of bourges
Legislation issued by King Charles VII in the French Estates General of 1438, defining the Gallican (French) Church as an autonomous unit within the total Catholic church and giving only nominal recognition to the pope as head of the church. The document imposed major limitations on pa-pal control of the church in France, especially regarding taxation of the clergy and appointments to clerical offices. In practice, it trans-ferred these rights to the king. The papacy never accepted this tradi-tion of "Gallican" autonomy and in 1516 negotiated a concordat (treaty) with King Francis I that divided power between the pope and the king, though in practice the king retained control of most ma-jor appointments. This concordat effectively nullified the Pragmatic Sanction, and there were bitter but unsuccessful protests by the lead-ers of the clergy, the University of Paris, and the Parlement of Paris.
